If you track the root, the major sources are from the uncertain testimonies by 1) Japanese defendants at Soviet Khabarovsk trial with no attorney under a threat and Japanese detainees until 1956 in Fushun War Criminals Camp (撫順戦犯収容所) by Republic Of China(ROC). Soviet and ROC were the ones who had attacked Japan with Biological weapons all along.

Unit 731 is called “防疫給水部” Plague Prevention and purified water supply unit. They also dealt with a naturally born and deliberately (by Soviet and Republic of China) spreading pandemic. Basically they were doing what anybody from any country would do.
