When Japan occupied Malaysia kicking out British, the situation of Singapore and Malaysia was a bit complicated. There were Chinese communist/KMT guerrillas killed other Chinese as traitors and Malay. Malay killed Chinese as a retaliation.

Japanese prime minister Tojo visited Singapore in 1943.
The university was already there, but Japan made it open to female students as well.

There was British hospital, but not open to ordinary locals, so Japan made it available to everybody and remodeled the military ambulance to a civilian one.
