¶ Japan was against anti- semitism and saved Jewish
Japan allied with Germany to match against Soviet communist. But this doesn't mean Japan was against Jewish people. Fact is the entire Japanese government tried to save Jewish people.
Yosuke Matsuoka told Jewish people that Nazi anti-semetism policy won't affect Japan, and Japan will not let Jewish people get a harm because of their race under Japanese territory. After WW2, Matsuoka was arrested as Class A criminal, and died in 1948. He was honored in Yasukuni Shrine.

¶ Japan proposed Racial Equality in 1919
At the Paris Peace Conference on April 11, 1919, Japan proposed an amendment to the League of Nations covenant supporting the principle of "the equality of nations and the just treatment of all persons." Although it won a majority vote, it was blocked by U.S. President Woodrow Wilson.
¶ African American perspective in 1936
Du Bois, African American visited Japan, Shanghai, and Manchoukuo in 1936. This is what he thought.
In Japan, people treated White and Black equally.
In Shanghai, 4 years old white kid ordered three Chinese to get away, which is the same as in Mississippi.
In Manchoukuo, no apparent discrimination.
¶ Japan save Polish kids from Siberia 1919-1929
In 1920, Polish children who had lost their parents amid the chaos following the Russian Revolution were left behind in Siberia. A relief committee formed by Polish volunteers made efforts to return the orphans to their homeland, but after exhausting all other options, they sought Japan’s assistance.
In response to a request from the Ministry of Foreign Affairs, the Japanese Red Cross began accepting the orphans in 1920. The first group of 375 children was housed in Tokyo, and the second group of 390 was housed in Osaka in 1922. When they arrived via the Port of Tsuruga in Fukui, they were emaciated from malnutrition and in a pitiful condition.
Thanks to the dedicated care of medical staff and the love shown by volunteers and others, the children recovered and regained their health. Ultimately, all of them were safely repatriated to their homeland, Poland.
